REGULATIONS
of the 7th Ha Noi International Film Festival (HANIFF VII)
Chapter I
GENERAL REGULATION
Article 1. Criteria, Purpose and Slogan
1. Criteria
The Ha Noi International Film Festival is held biannually, 2024 will be the 7th Film Festival (hereinafter referred to as HANIFF VII). HANIFF VII aims to introduce creative cinematic works, rich in human values and discover new cinematic talents.
2. Purpose
– HANIFF VII promotes the cordial spirit, the sharing among filmmakers, delegates, guests, and audience responses from the cinema world for the aim of sustainable cinema development. 
– HANIFF VII introduces excellent cinematographic works from international film industries.
3. Slogan
“Cinema: Soaring Creativity”

1. Location: Hanoi, Vietnam.
2. Date: November 7th – 11th, 2024 (05 days)

Article 3. Programs and Eligibilities
1. Competitions
– Region: Worldwide
– Categories:
      + Feature-length films (over 70 minutes)
      + Short films (under 60 minutes)
– Technical Specification:
      + Video Format: DCP, HD Digital
      + Audio Format: Stereo or 5.1 Surround
      + Subtitles: English 
– The film has never been submitted to previous editions of HANIFF and completed between July 30, 2022 and July 30, 2024.
– The film must preserve an Asian Premiere status for HANIFF VII.
– Special cases shall be decided by the HANIFF VII Organizer.
2. Non-competitions
–  Panorama: Presenting Renowned Films of the World;
–  Country in Focus: “German Cinema”;
–  Contemporary Vietnamese Films Collection;
– Technical Specification:
      + Video Format: DCP, HD Digital
      + Audio Format: Stereo or 5.1 Surround
      + Subtitles: English

2. Round-table Discussion, Seminars
– Seminar 1: “Country in Focus: German Cinema”;
– Seminar 2: “Developing Film production exploiting Historical Themes and adapting Literary Works”;
3. Exhibition: “Vietnam’s Heritage Sites Recognized by UNESCO – Experience Vietnam”
4. Outdoor Film Screenings, Meet-and-Greet, Art Performances.
5. Film Screening for Press and Media Agencies.
Chapter III
FILM SUBMISSION AND SELECTION
Article 5. Submission Guidelines
1. Material Checklist
– 01 Completed Entry Form (see attached)
– Short Synopsis (max. 120 words)
– Director’s Biography, Filmography and Headshot
– 10 Stills per film (resolution >200 dpi)
– 01 Trailer per film (from 30 seconds to 1 minute in length)
– At least 01 Poster per film (resolution >300 dpi)
– Secured Screener Link
2. Submission Process and Other Terms
– Required materials should be sent to the following address:

– Submission Deadline: September 10th, 2024.
– No Registration Fees applied. 
– The Organizing Committee only accepts films into festival consideration when the film has duly submitted all materials as prescribed in this Article.
3. In case of selection for Feature Films (over 70 minutes), the film representative must provide additional materials as follow:
– Leading Actors and Actresses’ Excerpts from the film (1-2 minutes in length);
– Leading Actors and Actresses’ Biography, Filmography and Headshot.
Article 6. Selection Process
HANIFF Organizing Committee makes the final decision on films selection for competitions and other screening programs of HANIFF VII by September 20th, 2024.
Article 7. Film Shipping
1. Physical Delivery

– Shipping Deadline: September 25th, 2024.
– Shipping Costs: HANIFF Organizing Committee shall be responsible for shipping costs both ways and provide an international film shipping agency account as well as other necessary instructions.
2. Online Delivery
Films must be uploaded on the internet with a secure code/password. The Organizing Committee will download and confirm with the distributor.
Chapter IV
JURY BOARD, GUEST INVITATION AND AWARDS
Article 8. Jury Boards
– Feature-length Film Jury (05 members, including 01 Vietnamese member)
– Short Film Jury (03 members, including 01 Vietnamese member)
– AFCNet Awards Jury (03 members, including 01 Vietnamese member)
Article 9. Guest Invitation
1. Round-trip Airfare and Accommodation are provided for:
– Members of the Jury Boards, Consultant Board
– Guests of Films in Competition:
+ Feature-length Film: 02 guests (Director and Leading Actor/Actress)
+ Short Film: 01 guest (Director or Leading Actor/Actress) 
– Guests of other programs decided by the Organizing Committee (Panorama: Presenting Renowned Films of the World; Country in Focus: German Cinema; Contemporary Vietnamese Films Collection). The Organizing Committee can invite 01 guest per film (Director or Actor/Actress)
– Guests of HANIFF Film Project Market
– Eminent Vietnamese artists
– International Journalists and Media Agencies’ Representative
2. Accommodation is provided for:
– Invited guests attending seminars
– Artists accompanying films (not included in section 9.1)
3. Self-funding Guests
The Organizing Committee will welcome and be ready to provide hospitality (invitation, entry visas, hotel booking with corporated price,…) for other guests who wish to attend the film festival.
4. Guest Registration Deadline: September 25th, 2024. 
 Article 10. Awards
– Best Feature-length Film Award with a cash prize of 125,000,000 VND (equivalent to 5,000 USD);
– Best Short Film Award with a cash prize of 75,000,000 VND (equivalent to 3,000 USD);
– Best Director of Feature-length Film Award with a cash prize of 75,000,000 VND (equivalent to 3,000 USD);
– Best Feature-length Film Leading Actor Award with a cash prize of 75,000,000 VND (equivalent to 3,000 USD);
– Best Feature-length Film Leading Actress Award with a cash prize of 75,000,000 VND (equivalent to 3,000 USD); 
– Jury Prize for Feature-length Film with a cash prize of 50,000,000 VND (equivalent to 2,000 USD); 
– Best Director of Short Film with a cash prize of 50,000,000 VND (equivalent to 2,000 USD);
– Young Talent Award (aged from 18 to 35) with a cash prize of 50,000,000 VND (equivalent to 2,000 USD); 
– Jury Prize for Short Film with a cash prize of 25,000,000 VND (equivalent to 1,000 USD); 
– AFCNet Award;
– Hanoi People’s Committee Award for Best Feature-length Film;
– Audience’s Choice Award for Best Film in the Contemporary Vietnamese Films Collection.
Chapter V
OTHER REGULATIONS
Article 11. Insurance
– Copies of films selected for HANIFF VII will be insured throughout the period in which they are in the Festival’s custody. 
– In case of loss or damage of the films during the course of the Festival, the Organizing Committee will reimburse based on the Vietnamese standard value of a copy made in the lab.
Article 12. Film Screening
Screenings of a particular film in proper programs and dates during HANIFF VII will be scheduled by the Festival Organizing Committee. When selected for competition, films cannot withdraw from HANIFF VII or be screened in other places in Asia prior to HANIFF VII. Each film will be screened at least twice during the Festival. 
Article 13. Ownership and Archiving Rights of Submission Materials
HANIFF VII holds the right to keep all film discs for preview and related materials for archiving at HANIFF office. HANIFF VII also holds the right to transfer all these materials to a library that will preserve them in original formats while building a digital storage system for reference use. HANIFF VII will not release any film without the written consent of the legitimate copyright holders.
Article 14. Terms of Compliance
– Producers, Distributors, and Authorized Representatives of films should ensure that they fully comply with the law on film copyright upon submission to HANIFF VII.
– The Organizing Committee has the right to use images, sound, scores, and other written materials of the films to organize and advertise events within the framework of HANIFF VII. 
– Individuals and Organizations submitting to the Festival will comply with the above regulations of the 7th Ha Noi International Film Festival./.
