The King ordered the construction of a citadel as the foundation for the capital, from which he could rule the nation. Despite the combined efforts of the King, soldiers, and people, the citadel repeatedly collapsed. The King was greatly worried and anxious. One night, he dreamed of the White Horse deity, the guardian spirit of Thang Long, who protected the eastern side of the four defenses of the city.
